II. Qualification Requirements for Applicants
Meet the requirements stipulated in Article 22 of the Government Procurement Law of the People’s Republic of China: (1) Possessing the capacity to independently assume civil liability; (2) Having a good commercial reputation and a sound financial accounting system; (3) Possessing the equipment and professional technical capabilities necessary for performing the contract; (4) Maintaining a good record of lawful payment of taxes and social security contributions; (5) Having no major violations in business activities during the three years prior to participating in government procurement activities; (6) Other conditions prescribed by laws and administrative regulations, as well as any special requirements specific to the project: 1. Bidders with the same legal representative or those having direct controlling or management relationships with each other shall not participate in procurement activities under the same contract. 2. Bidders providing comprehensive design, specification preparation, or services such as project management, supervision, or testing for the procurement project shall not participate in the procurement activities of that project. 3. Bidders listed on the “Credit China” website as untrustworthy persons subject to enforcement or as parties involved in major tax violation cases, or listed on the “China Government Procurement Network” website as being recorded for serious breaches of trust and violations in government procurement (whose penalty periods have not yet expired), shall not participate in the government procurement activities of this project. (Bidders must independently check the lists via the “Credit China” website (www.Creditchina.gov.cn) and the “China Government Procurement Network” website (www.ccgp.gov.cn), provide screenshots of their search results, and affix the supplier’s official seal.) Qualification requirements for implementing government procurement policies: (1) This procurement project implements government procurement policies related to the development of small and medium-sized enterprises, prison enterprises, energy-saving and environmentally friendly products, and welfare-oriented units for persons with disabilities; specific details are provided in the procurement documents. (2) This project is specifically aimed at procurement from small and medium-sized enterprises. Bidders must be legally established within the territory of the People’s Republic of China and classified as medium-sized, small-sized, or micro-sized enterprises according to the SME classification standards approved by the State Council, except where they share the same legal representative as large enterprises or have direct controlling or management relationships with large enterprises, or are prison enterprises or welfare-oriented units for persons with disabilities (bidders must provide, as required, a scanned copy of the SME Declaration Form, a scanned copy of the Prison Enterprise Certificate, or a scanned copy of the Welfare-Oriented Unit Declaration Form in their bidding documents). Specific qualification requirements for this project: 1. Suppliers must hold a Grade II or higher qualification in interior decoration and renovation engineering or a Grade III or higher qualification in general construction contracting. Suppliers must also possess a valid safety production license; (provide a photocopy stamped with the unit’s official seal). 2. The project manager for this project must hold a registered constructor certificate in architectural engineering (Grade II or higher) and a Class B safety production assessment qualification certificate; (provide a photocopy of the certificates stamped with the unit’s official seal). 3. The proposed technical director for this project must hold an intermediate-level or higher professional title; (provide a photocopy stamped with the unit’s official seal). 4. Key personnel proposed for this project—construction workers, quality inspectors, material managers, standardization specialists, machinery operators, labor coordinators, and documentation specialists—must hold valid and qualified post certificates or training certificates. Safety officers must hold a valid Class C assessment qualification certificate (the name of the issuing entity on the certificate must match the supplier’s name); (provide a photocopy of the certificates stamped with the unit’s official seal). 5. Construction companies from outside Jiangxi Province must register with the Enterprise Information Registration and Management System for Construction Enterprises Entering Jiangxi Province, as required by the “Notice on Optimizing the Registration and Management Services for Construction Enterprises Entering Jiangxi Province from Other Provinces” (Gan Jian Zi [2021] No. 4). According to Document Gan Jian Cheng Zhen [2021] No. 19, Jiangxi Housing and Urban-Rural Development Cloud will no longer handle individual project registration for construction enterprises entering Jiangxi Province from other provinces. 1) Suppliers must complete online registration within the specified registration period using a CA digital certificate via the electronic trading system on the Jiangxi Provincial Public Resources Trading Platform (http://www.jxsggzy.cn/web/), and download the consultation documents online. After downloading the consultation documents, potential suppliers should prepare their electronic response documents according to the requirements specified in the consultation documents, upload these documents to the Jiangxi Provincial Public Resources Trading System before the response submission deadline, and deliver the CA digital certificate used to create the response documents to the designated location prior to the opening time, completing on-site check-in. The check-in time will be determined by the time the CA digital certificate is delivered. (2) The final bid for this project will be submitted electronically. Suppliers must log in using their supplier identity and enter their final bid in the “Second Round Bid Submission for Consultation/Negotiation” section of the Jiangxi Provincial Public Resources Trading System, then submit it. Suppliers participating in the final electronic competitive consultation must bring their own computers, network equipment, electronic signature CA certificates, and other relevant tools and devices to the CA digital certificate delivery location to submit their final bids (the duration for the final bid is 20 minutes). If a supplier fails to submit its final bid within the prescribed time, it will be deemed to have withdrawn from the consultation (except in cases of unexpected system failures). (3) During the consultation process for this project, the second-round bid submission period must not exceed the bid submission time specified by the consultation panel. Once the system displays “End of Bid Submission,” no further bids can be submitted. Units that fail to submit a bid will not be included in the final ranking; if a unit’s bid is rejected, it will also be excluded from the ranking.
