II. Public welfare donations represent individuals and organizations courageously taking on social responsibility; there are no prearranged agreements regarding distribution or investment returns.

The regulatory procedure is as follows:
(1) Present a dedicated registration log to record the donated items and obtain the donor’s signature for confirmation. The registration details shall include the intended use of the donation, the name of the item (whether physical or cash), the name of the recipient organization, and the date of receipt. Both the recipient and the donor shall sign the log. At the same time, take a photograph of the log and upload it to the museum’s website for public disclosure.
(2) Adhere to the principles of treating others with kindness and care, and conserving social resources.
When donated items are excessively duplicated or are not essential to this library, in accordance with the principle of avoiding waste, the recipient must remind the donor to redirect the donation elsewhere or politely decline it.
(3) Adhere to the principle of maximizing public benefit with minimal resource consumption.
All donated materials—including food, supplies, and cash—must be allocated to public welfare activities in accordance with the principles of diligence and frugality, and based on factual realities.
(4) Our museum has established a management system for accepting social donations, with the aim of promoting the advancement of museum endeavors. Suggestions that would benefit public welfare can be submitted via our official website or WeChat public account.
(5) For acts of malicious attacks based on subjective speculation and lacking any evidence, this library will, depending on the severity of the circumstances, pursue legal liability in accordance with the law.
