II. Qualification Requirements for Applicants

Any consequences arising from failure to register as required under “Section 3: Obtaining Competitive Consultation Documents” in the consultation announcement shall be borne by the supplier itself. 2. During the bid opening and evaluation periods, the authorized representative must remain online at all times to receive inquiries and other information from the evaluation committee through the “non-face-to-face bid opening” system and respond to such inquiries in the “Interactive Communication” section (responses must be completed within 20 minutes of the inquiry being sent). Failure to do so will be deemed as a waiver of the right to explanation and full acceptance of the experts’ opinions. (3) Response Document Unlocking Time: After the procurement agency announces the start of unlocking, all suppliers must complete the unlocking process within 20 minutes. (6) Handling of Unexpected Situations: If any of the following circumstances occur at the bid opening venue and cause the system to malfunction or compromise the fairness, impartiality, and information security of the transaction, the purchaser, procurement agency, and trading center shall be exempt from liability: ① The electronic service or trading system server for the bid opening project experiences a failure, making the website inaccessible or the system unusable; ② Errors occur in the software or network database of the electronic service or trading system for the bid opening project, preventing operations; ③ The system has security vulnerabilities posing potential risks to confidential information; ④ A virus outbreak on the operating server causes the system to malfunction; ⑤ A power failure prevents the trading system from functioning; ⑥ Other force majeure events (such as earthquakes, floods, etc.) prevent the bid opening activity from proceeding normally. If any of the above situations occur and cannot be promptly resolved, the project implementing entity, regulatory authorities, and trading center shall promptly consult with each other. The following measures may be taken: (1) If the system or network failure can be resolved within three hours, the bid opening will not be suspended, and the bid opening will resume once the system is restored within three hours. (2) If the system or network failure cannot be resolved within three hours, the bid opening will be suspended, and a notice of suspension will be published on websites such as the Jiangxi Provincial Public Resources Trading Website and the Jiangxi Provincial Government Procurement Website.
