Contract term: 2 years, starting from 00:00 on April 1, 2025, and ending at 24:00 on March 31, 2027 (including a three-month trial operation management period). The purchaser shall assign dedicated personnel to conduct daily inspections and supervision of this service.

II. Qualification Requirements for Applicants

1. Meet the requirements stipulated in Article 22 of the Government Procurement Law of the People’s Republic of China: (1) Possess the capacity to independently assume civil liability; (2) Have a good commercial reputation and a sound financial accounting system; (3) Possess the equipment and professional technical capabilities necessary to perform the contract; (4) Maintain a good record of lawful payment of taxes and social security contributions; (5) Have no major violations of laws or regulations in their business activities during the three years prior to participating in government procurement activities; (6) Other conditions prescribed by laws and administrative regulations. 2. Suppliers with the same legal representative or those having direct controlling or management relationships with each other shall not participate in procurement activities under the same contract. 3. Suppliers listed by “Credit China” as untrustworthy persons subject to enforcement or parties involved in major tax violation cases, or listed by the “China Government Procurement Website” as being recorded for serious violations of integrity and trustworthiness in government procurement (whose penalty periods have not yet expired), shall not participate in the government procurement activities for this project. 4. Qualification requirements for implementing government procurement policies: For products procured under this project that fall within the scope of energy-saving products subject to mandatory government procurement, suppliers must provide products listed in the “Catalogue of Energy-Saving Products for Government Procurement.” 5. Specific qualification requirements for this project: Suppliers providing comprehensive design, specification preparation, or services such as project management, supervision, or testing for this procurement project shall not participate in the government procurement activities for this project. 6. This project is specifically aimed at small and medium-sized enterprises. Suppliers must be legally established within the territory of the People’s Republic of China and classified as medium-sized, small-sized, or micro-sized enterprises according to the SME classification standards approved by the State Council, except where they share the same legal representative as a large enterprise or have a direct controlling or management relationship with a large enterprise. Prison enterprises and welfare units for the disabled shall be treated as small- and micro-sized enterprises. (A declaration letter confirming SME status must be included in the response documents.)

This project will adopt a “non-face-to-face bidding opening” system. Bidders are not required to attend the bid opening meeting in person. All on-site procedures—including, but not limited to, on-site check-in, decryption of bid documents, bid announcement and reading, and clarification of queries—will be conducted entirely online through the non-face-to-face bidding system.
